Whenever the Board of Public Works and Safety awards a contract for the permanent improvement of any street, alley, or part thereof in the city, with any of the kinds of modern city pavements, the gas utility, water utility, and other utilities with underground service within the city shall lay all main line water and gas pipes or conduits in the street, alley, or part thereof to be improved; and lay therein and extend to the inside curb line thereof all water and gas service pipes or conduits for house connections within a period of 30 days from the date on which the contract is awarded.
