§ 50.007 COMMUNITY ECONOMIC DEVELOPMENT FUND.
   (A)   There is hereby established a Community Economic Development Fund, separate from the General Fund, to be used for the construction, repair, or improvement of thoroughfares, sanitary and storm sewers, to and in industrial areas; and to accomplish other economic development within the city.
   (B)   The Fund commenced on July 1, 1984, and shall continue until repealed by the City Council.
   (C)   The Community Economic Development Fund shall be funded as follows:
      (1)   A charge of $.25 per month shall be made on all single-family residences, trailers in trailer parks, each apartment in a multi-family residence, and each apartment in an apartment complex.
      (2)   A charge of $5 per month shall be made to each commercial or business establishment.
      (3)   A charge of $10 per month shall be made to each industrial site.
      (4)   The person, persons, entities, corporations, and the like responsible for the payment of the charge with regard to any premises shall be those persons, entities, or corporations responsible for the payment of the sewage charges to that premises.
      (5)   The charges shall be collected with and as a part of the monthly sewage billing of the city, but shall be separately noted on the bill.
      (6)   Collection procedures for delinquent accounts shall be those of a civil nature available pursuant to law and ordinance as applies to the collection of delinquent sewage accounts.
   (D)   The Board of Works of the city is authorized to receive deposits to the Fund and make expenditures from the Fund for the purpose of construction, repair, or improvement of thoroughfares, sanitary and storm sewers, to and in industrial areas; and to accomplish other economic development in the city with and through the appropriation of those monies by the City Council.
   (E)   Interest earned, if any, on the Economic Development Fund, shall be deposited to the city Economic Development Fund.
