(A) Whenever any sanitary sewer ordered constructed by the city in any street or alley has been completed, all owners of real estate abutting on that street or alley where the sewer is located shall, within 20 days after completion, cause all sewer service pipes to be connected with the sanitary sewer, unless connection has been made with another sanitary sewer.
(B) The city may cause written notice to be served upon any property owner failing or refusing to comply with the provisions of this section, directing the owner to make the connection within a period of 15 days from the date of the service of the notice.
(1) If the property owner fails or refuses to comply with the notice within the time specified, then the city may cause the work to be done and may recover the cost, including the cost of materials used, from the property owner by an action brought by the city for that purpose.
(2) The notice shall state that failure of the property owner to make the required connection within the time specified will authorize the city to construct the same and recover the expense from the property owner.
