The construction, acquisition, improvement, equipment, custody, operation, and maintenance of the city sewage disposal treatment plant and works, and the collection of revenues therefrom for services rendered, shall be under the supervision and control of the Board of Public Works and Safety of the city. This Board consists of the Mayor, the City Engineer, and the City Attorney.
