§ 36.04 CONTESTING CITATIONS.
   The Bureau is not a court. Any person or entity who has received a citation wishing to contest the citation for the violation of any applicable ordinance of the city may not appear before the Bureau. In such event, the citation shall be docketed by a court having jurisdiction to hear such violations and to enforce same.
