(A) Five standing committees of three members each shall be appointed by the City Council as follows:
(1) Finance;
(2) Fees and salaries;
(3) Ordinances;
(4) Downtown projects; and
(5) Tax abatement;
(B) A vacancy in any committee shall be filled in the same manner as the Committee is appointed.
