§ 31.03 REGULAR MEETINGS; SPECIAL MEETINGS.
   (A)   The regular sessions of the City Council shall be held on the first Monday night of each month, at 7:00 p.m., and the third Monday morning of each month at 8:30 a.m. in the Council Chamber, unless agreed upon otherwise.
   (B)   Special meetings shall be held on call of the Mayor or on a call signed by four members.
   (C)   All meetings of the City Council shall be public.
