(A) Appointment.
(1) In addition to the regular paid Department now operated by the city, the Board of Public Works and Safety may appoint any additional volunteer firefighters to answer calls and alarms as may be necessary to safeguard the lives and property of the citizens against damage by fire.
(2) In the appointment of volunteer firefighters, the Board, insofar as possible, shall make the appointments in such a manner as to be nonpartisan.
(B) Compensation. The rate of compensation for volunteer firefighters shall be fixed by the Board of Public Works and Safety.
