§ 30.17 POLICE RESERVE FORCE.
   (A)   Creation; members.
      (1)   There is established a Police Reserve Force of the city.
      (2)   The Police Reserve Force shall not exceed in number the total number of regular police officers employed by the city at any given time. The members of the Police Reserve Force shall be appointed or relieved of their duties at the discretion of the Board of Public Works and Safety.
   (B)   Authority.
      (1)   The members of the Police Reserve Force shall not be members of the regular police force of the city, but shall act only in a supplementary capacity to the regular police force.
      (2)   The Reserve Force shall have all of the police powers of the members of the regular force, except as those powers may be limited by the rules of the City Police Department.
      (3)   The Department is authorized to adopt rules to limit the authority of the Police Reserve Force.
   (C)   Active service. The members of the Police Reserve Force may be called into active service at any time the Mayor or the Chief of Police considers it necessary to have additional police officers to preserve the peace and enforce the law.
   (D)   Compensation.
      (1)   Members of the Police Reserve Force shall receive compensation, as fixed by the City Council.
      (2)   Uniforms and uniform compensation may be provided to the reserve police officers at the discretion of the Chief of Police. The uniform compensation will be based solely upon time served by the members of the Police Reserve Force while in training for, or in the performance of, official duties.
      (3)   The city may provide hospital and medical assistance to members of the Police Reserve Force who sustain injury in the course of performing official duties, in the same manner as provided by the city for its full time police officers, and reserve officers shall be eligible for death benefits, as provided by law.
      (4)   A member of the Police Reserve Force is not authorized or permitted to become eligible for participation in any pension fund created pursuant to state statute, to which regular officers may become members.
   (E)   Training standards. Members of the Police Reserve Force must comply with the minimum training standard established by the Chief of Police of the city.
