(A) Establishment. There is hereby established a Board of Public Works and Safety within the executive branch. The Board shall be the chief administrative body of the city and shall have control of the day-to-day operations of the following executive departments which are hereby established.
(1) Police Department.
(2) Fire Department.
(3) Planning Department.
(4) Ambulance Department.
(5) Engineering Department.
(6) Sewage Treatment Plant Department.
(7) Street and Sanitation Department.
(B) Street Commissioner; City Engineer.
(1) The Board of Public Works and Safety is authorized to appoint a Street Commissioner for the city.
(2) The Board of Public Works and Safety is authorized to appoint one qualified person to act both as City Engineer and as City Street Commissioner, any person so appointed to be compensated as both City Engineer and as City Street Commissioner with the salary of each office.
(3) In the event the Board appoints one person to discharge the duties of both offices as provided by subsection (2) above, the Clerk- Treasurer is authorized and directed to pay to that person the total salary of each of the offices, either by paying to the person the separate salaries of each of the offices or by combining the salaries of the two offices and by paying to the person discharging the duties of each of the offices the combined total of each of the salaries.
(C) City ambulance service.
(1) The Board of Public Works and Safety is authorized to provide for and maintain an ambulance service for the speedy removal of sick and needy persons. This service may include the ownership by the city of an emergency ambulance or mobile first aid unit, the purchase, sale, or exchange of any of these units, their maintenance and repair, and the employment and training of personnel for the operation of these units.
(2) The Board of Public Works and Safety is authorized to enter into any contract which it may deem advisable with the Board of Commissioners of the county, for the furnishing of financial assistance by the county to the city for the maintenance and operation of mobile first aid units within the county and outside the city. Such a contract is subject, however, to approval by the City Council of the city.
(D) Additional authority.
(1) Act as the appellate board as described in § 152.16.
(2) Act as the Hearing Authority for Minimum Housing Requirements in Chapter 153, and Unsafe Buildings in Chapter 158.
