Any person who shall own, keep, or harbor a cat over the age of three months within the village shall within ten days after acquisition of the said cat, acquire a license for each such cat annually by or before May 1 of each year. The said tax shall be delinquent from and after May 10; provided the possessor of any cat brought into or harbored within the corporate limits subsequent to May 1 of any year, shall be liable for the payment of the cat tax levied herein and such tax shall be delinquent if not paid by February 1. All cats owned or harbored in the village on which taxes are delinquent may be put to death in a humane manner at the order of the governing body. Licenses shall be issued by the Village Clerk upon the payment of the license fee of $5 for each cat. Said license shall not be transferrable and no refund will be allowed in case of the death, sale, or other disposition of the licensed cat. The owner shall state at the time the application is made upon printed forms provided for such person, his or her name and address and the name, breed, color, and sex of each cat owned and kept by him or her. A certificate that the cat has had a rabies shot effective for the ensuing year of the license shall be presented when the license is applied for and no license or tax shall be issued until the certificate is shown.
