(A) The consumer shall pay a tapping fee in the amount of the actual cost of construction incurred by the village in tapping the sewer main.
(B) Upon receipt of an application for new sewer service, the village shall cause an estimate of the charges to be completed. Prior to the beginning of construction, the consumer shall pay to the village 125% of the estimated tapping fees. Upon completion of the job, the village shall refund to the applicant any excess in the amount of the deposit compared to the actual costs incurred. In the event that the amount of the deposit is less than the actual costs incurred, the consumer shall pay to the village the difference prior to sewer being delivered to the premises.
(C) In addition, the consumer shall be required to pay all the expenses of providing municipal sewer service from the main to the point of connection in the improvement on the real estate.
