Any person wishing to connect with the sewer system shall make an application therefor to the Village Clerk. If the person making application for sewer service is not the owner of the property to be served, such person shall make a combined water and sewer service deposit in the amount of $35. Sewer service may not be supplied to any house or building except upon the order of the Maintenance Supervisor. The Department shall not supply sewer service to any person outside the corporate limits without special permission from the Board of Trustees; provided, that the entire cost of pipe and other installation charges shall be paid by such consumers. Nothing herein shall be construed to obligate the village to provide sewer service to nonresidents.
