(A) For new water service customers the expense of providing initial water service to the lot line shall be paid by the consumer. The consumer shall then pay the cost of installation and pipe from the lot line to the place of dispersement. The village shall sell to the consumer the stop box, curb stop, and the cost of the installation of the stop box, curb box, and meter shall be paid by the consumer, with the exception that the actual material cost of the water meter and remote reader shall be borne by the village. The consumer shall be required to pay the expense of procuring the services of a licensed plumber and shall pay the expense of furnishing and installing pipe, trenching, and the necessary labor to bring water service from the said lot line to the place of dispersement.
(B) All existing water service customers shall have installed by the village a water meter and a remote reader on the outside of the premises that is unobstructed by any part of the building or landscaping and accessible to the Maintenance Supervisor. The expense of installation and the cost of the water meter shall be paid by the village. The village shall own the water meter and shall have the right to enter the premises at reasonable times to install, inspect, test, and repair and replace the water meter and the remote reader located on the exterior of the building. In all buildings, residences, or other structures, the property owner shall provide an unobstructed area not less than three-foot by three-foot for the location of the water meter, at the property owner’s expense.
(C) At any time, a water meter shall be replaced by the village for any building, residence, or other structure and said meter shall be installed in such a manner that the apparatus for indicating consumption, known as a “remote reader” shall be attached to the outside of the building. The installation expense shall be paid by the village.
(D) (1) Any water customer refusing access to premises served by the village water system for the purpose of installing, inspecting, testing, and repair and replacement of a water meter and remote reader shall be notified in writing of his or her failure to allow such activities and shall have ten days thereafter in which to allow such access.
(2) If after the ten days’ notice period the customer refuses to authorize the maintenance supervisor or his or her agents such access, the village shall discontinue such water service to the premises until such time as access is authorized.
