§ 51.07  INSTALLATION EXPENSE.
   (A)   The consumer shall pay a tapping fee in the amount of the actual cost of construction incurred by the village in tapping the water main. The actual cost shall include, but not be limited to, charges for trenching and excavation, material costs of the saddle, clamps, and any other connection materials, the cost of backfilling the excavation and replacement of concrete, if any.
   (B)   Upon receipt of an application for new water service, the village shall cause an estimate of the charges to be completed. Prior to the beginning of construction, the consumer shall pay to the village 125% of the estimated tapping fees. Upon completion of the job, the village shall refund to the applicant any excess in the amount of the deposit compared to the actual costs incurred. In the event that the amount of the deposit is less than the actual costs incurred, the consumer shall pay to the village the difference prior to water being delivered to the premises.
   (C)   In addition, the consumer shall be required to pay all the expenses of providing water from the stop box to the place of disbursement.
