The city shall be the sole provider of garbage and solid waste disposal services within the municipal limits of the city. This section is not subject to those restrictions which are mandated pursuant to Montana Code Annotated section 7-13-4107, because the city has no individuals, firms or companies that provide commercial garbage or solid waste disposal services and that qualify as private motor carriers authorized by the public service commission to provide such services.
