A. Permit And Inspection Fee: The following permit and inspection fees shall be paid at the time the application is filed:

B. Monthly User's Service Charge:
1. Residential And Nonresidential:
a. The following charges shall become effective with the July 2017 billing:
(1) Residential: All residential customers of the City sewer system shall be charged a flat rate sewer charge of twenty dollars ninety cents ($20.90) per month plus four dollars fifty cents ($4.50) per thousand gallons. The total annual volume of all sewage will be computed as four (4) times the water meter reading for a three (3) consecutive month reading period during the months of November through March of each fiscal year.
(2) Nonresidential: All commercial customers of the City sewer system shall be charged a flat rate of twenty dollars ninety cents ($20.90) per month plus four dollars fifty cents ($4.50) per thousand gallons. The volume will include a total annual metered usage exclusive of any irrigation water measured through a secondary meter.

2. Industrial User: Any industrial user who discharges sewage with a strength higher than two hundred milligrams per liter (200 mg/L) for either BOD or TSS will pay an additional charge for the extra strength of the sewage. The amount of the charge is $0.029 per twenty five milligrams per liter (25 mg/L) per one thousand (1,000) gallons of metered water usage for either BOD or TSS. (Ord. 816, 11-3-2014; amd.
