Stormwater runoff currently does and upon completion of expansion of the new system may exceed the capacity of the system. Neither the adoption of this chapter nor the imposition of the stormwater fees and charges imply that property in the city will be free from stormwater flooding or flood damage. The establishment of the system does not purport to reduce the need or the necessity for property owners to obtain flood insurance and protect their property from storm or surface water.
