11-2-4: LATE FEE:
   A.   Assessed: A late fee as determined from time to time by resolution of the city council will be assessed to any municipal account which carries a delinquent balance for water, sewer, and/or garbage in an amount exceeding ten dollars ($10.00). If the aggregate sum of the delinquent balance of water, sewer and/or garbage or any combination thereof, exceeds ten dollars ($10.00), then the late charge will also be assessed. (Ord. 639, 10-16-1989)
   B.   Date Deemed Delinquent; Fee Added: When a citizen of the city receives his monthly bill for city utilities, which includes water, sewer and garbage, and has not paid the same by five o'clock (5:00) P.M. on the twentieth of the month, or five o'clock (5:00) P.M. on the following working day if the twentieth falls on a Saturday, Sunday, or holiday, the new bill will include a late charge, provided that the amount exceeds ten dollars ($10.00), as hereinabove computed. Once a late charge has been assessed, then said late charge becomes part of the unpaid principal balance and is included in the bill for purposes of determining whether or not the unpaid balance exceeds ten dollars ($10.00) and is, therefore, subject to another late charge the following month. (Ord. 751, 11-20-2000)
   C.   Maximum Late Charge: The maximum amount of late charge that can be added to an account after the municipal services have been suspended is computed by multiplying the monthly late fee times the number of months said account remains unpaid, up to a maximum of six (6) months. (Ord. 680, 6-15-1992; amd. 2008 Code)
