After impoundment of any dog, the owner thereof, if the same can be ascertained, shall be notified as expeditiously as possible verbally or in writing of such impoundment. The owner of any dog so impounded may reclaim such dog upon proof of compliance with rabies vaccination provisions as provided, and upon payment of all costs and charges incurred by the city for impounding and maintenance of such dog and upon purchasing a license for the impounded dog if that dog had not been licensed prior to capture.
