521.14 OBSTRUCTION OF DITCHES AND WATERCOURSES.
   (a)   No person, firm or corporation shall obstruct the natural flow of drainage of a ditch or other water drainage course within the Village of Sheffield, Ohio, by the installation of tile, pipe, or other obstruction of any kind, for the installation of driveways over a ditch or for any other purpose; no open ditch shall be filled in without first obtaining the consent of the Village Council, and if given, it shall be filled only under the supervision of the Village Administrator.    (b)    No person shall deposit or cause to be deposited or thrown into any open or uncovered ditch or sewer within the limits of the highways and public grounds of the Village, any dirt, brush, rubbish or any other substance which fills or partially fills such ditch, drain or sewer and thereby causes the obstruction or partial obstruction of the same.

   (c)    Whoever violates this section is guilty of a minor misdemeanor.
