No person, firm, corporation or other entity shall operate or cause to be operated an all-terrain vehicle, a mini-bike, a trail bike, a dirt bike or special purpose bicycle within the City unless the operator or the person causing such vehicle to be operated has a license properly issued by the State, or other duly authorized governmental licensing agency, which license specifically authorizes the operator to operate the vehicle within the City.
