No hazardous materials and/or hazardous wastes shall be transported in or through the City, on any streets, roads or highways with the exception of Lake Road and Abbe Road unless such other street, road or highway is being used for the sole purpose of making a legal and lawful delivery of hazardous materials and/or hazardous wastes to a residence, business, or other entity within the City.
