965.06 INDEPENDENT REFUSE AND GARBAGE COLLECTORS.
   All persons, contractors, corporations and partnerships who are engaged in the private collection of rubbish and garbage shall register for collection of the same with the Director of Public Service. Such independent contractors shall make collections of refuse and garbage with an enclosed vehicle and in accordance with the rules and regulations for the collection of the same as may be prescribed by the Director. Such rubbish and garbage contractors shall, in addition to registering with the Director, obtain a permit for the collection and gathering of refuse and garbage for which they shall be charged a fee of fifty dollars ($50.00). In addition to the permits, the independent contractors shall be required to furnish to the Director proof that they carry sufficient liability insurance involving a minimum of one hundred thousand dollars ($100,000) coverage to a maximum of three hundred thousand dollars ($300,000) for personal liability, and twenty-five thousand dollars ($25,000) for liability against property damage. The requirement for obtaining such permits shall become effective on January 1, 1970. No permit or any other requirement for independent contractors engaged in the removal and disposal of rubbish and garbage shall be required before January 1, 1970.
