965.02 TYPE OF CONTAINERS; ACCESSIBILITY.
   (a)   It shall be the duty of each resident in or upon premises within the City where garbage or rubbish is allowed to accumulate to comply with the terms and conditions of the Contract as amended between the City of Sheffield Lake and the current Collecting Agent, presently Allied Waste, dba Browning-Ferris Industries and such further Rules and Regulations as may from time to time be agreed upon so as to implement an automated cart program for refuse collection and recycling throughout the City. All Containers shall be placed on ground level of the premises within five feet of the roadway passing and traversing in front of the premises so as to be easily accessible to and for collection on the day or days designated by the Director of Public Service as collection days for the premises.
   (b)    No individual corporation or other entity shall cause any container described in subsection (a) hereof to be placed to be accessible to and for collection on the days designated by the Director of Public Services as collection days for the premises at any times save and except as follows: From 7:00 a.m. of the morning before the day designated for collection on said premises until 6:00 p.m. on the day designated for collection for said premises.

   (c)   No individual corporation or other entity shall cause any rubbish as defined in subsection 965.01(b), or any other bulk items to be placed for collection on the days designated by the Director of Public Services as collection days for the premises at any times save and except as follows: from 6:00 p.m. of the night before the day designated for collection on said premises until 6:00 p.m. on the day designated for collection for said premises.
