961.19 TRAFFIC.
   (a)   Purposes of Way. No person shall use any portion of a park for purposes of way except drives, roadways, paths, walks and trails established for such purposes.
   (b)   Speed Limit. No person shall drive or propel or cause to be driven or propelled along or over any road or drive within a park any vehicle at a greater rate of speed than ten miles per hour.
   (c)   Reckless Driving. No person shall operate a vehicle along or over any road or drive within a park in a reckless manner or without due regard for the safety and rights of pedestrians and drivers and occupants of all other vehicles, so as to endanger the life, limb or property of any person while in the lawful use of park drives or roads.
   (d)   Mufflers. Every motor vehicle with an internal combustible engine shall at all times be equipped with a muffler in good working order and in constant operation. No person shall use a muffler cutout, bypass or similar device upon a motor vehicle in a park.
