No person shall be permitted to remain, stop or park within the confines of a park or parkways within the City of Sheffield Lake, Ohio outside the hours of operation of the parks as determined by the Park Recreation Board. The set hours of operation of parks and parkways within the City of Sheffield Lake may be varied only by a special permit issued by and obtained from the Park Recreation Board and Director of Public Service. Such special permit shall be for a particular time period and shall be issued only upon request and upon the submission of an application of a type and kind to be established by and approved by the Park Recreation Board and Director of Public Service, and only if the request is approved by the Mayor.
