No person shall obstruct any street, alley, sidewalk, or other public way within the Municipality, by erecting thereon any fence or building, or permitting any fence or building to remain thereon without obtaining a Right of Way Permit pursuant to Chapter 907. Each day that any such fence or building is permitted to remain upon such public way without a duly authorized Right of Way Permit pursuant to Chapter 907 or otherwise removing the fence or building shall be deemed a separate offense.
