Any person engaged in or employing others in any work in the Right of Way pursuant to a duly authorized ROW Work Permit, including but not limited to excavating, or opening any street, sidewalk, alley, or other public way, shall have such work site properly marked at all times with appropriate warning signs and barricades as is necessary to prevent injury to persons or animals.
