Violations of this part pertaining to animal regulations shall be punishable upon a graduated basis according to the number of previous offenses as follows:

The provisions of this section are not to be confused with provisions of subsection 4-102G of this chapter, which provided for an administrative fine in lieu of the criminal misdemeanor fine provided by this section.
