4-109: CRUELTY TO ANIMALS, OTHER OFFENSES:

It is unlawful for any person wilfully and maliciously to pour on, or apply to an animal, any drug or other thing which inflicts pain on the animal; or, knowingly to treat an animal in a cruel or inhumane manner; or knowingly to neglect an animal belonging to him or in his custody in a cruel or inhumane manner. It is unlawful to abandon or desert a dog. (1985 Code; amended 1988)
