4-103: KEEPING IN ANNOYING MANNER, NUISANCE, PROCEDURES:
   A.   The keeping or harboring of any animal within the corporate limits of the town in such a manner that it annoys or bothers a person or persons or property, or otherwise, or disturbs the peace and quiet of a person is unlawful and a nuisance. Any person may file a complaint in municipal court alleging that an animal constitutes a nuisance or is in violation of this chapter.
   B.   The municipal judge is empowered in such cases, in addition to a fine, to order impoundment or to order a bond to be posted by the owner to cover damages. (1985 Code; amended 1988)
