12-302: DEFINITIONS:
The words, terms and phrases used herein shall have the meanings provided hereinbelow, consistent with 82 Oklahoma Statutes section 1603:
AREA OF JURISDICTION: All of the unincorporated areas of the county.
DEVELOPMENT: Any manmade change to improved or unimproved real estate, including, but not limited to, buildings or other structures, mining, dredging, filling, grading, paving excavation or drilling operations.
DWELLING UNIT: A place of residence and may be a single or multiple dwelling building.
FLOOD HAZARD BOUNDARY MAP (FHBM): An official map of the community, issued by the federal emergency management agency (FEMA), where the boundaries of the flood, related erosion areas having special hazards have been designated as zone A.
FLOOD OR FLOODING: General and temporary conditions of partial or complete inundation of normally dry land areas from the overflow of lakes, streams, rivers or any other inland waters.
FLOODPLAIN (FLOOD PRONE AREAS): The land adjacent to a channel or body of water which has been or may be covered by flooding, including, but not limited to, the 100-year flood.
FLOODPLAIN BOARD: An administrative and planning board, for floodplain management, of a county, or the planning commission of a county if so designated by the governing body of the county.
FLOODPLAIN REGULATIONS: The codes, resolutions and other regulations relating to the use of land and construction within the channel and floodplain areas including, but not limited to, zoning ordinances, platting regulations, building codes, housing codes, setback requirements and open area regulations.
FLOODPROOFING: Any combination of structural and nonstructural additions, changes, or adjustments to structures which reduce or eliminate flood damage to real estate or improved real property, water and sanitary facilities, structures and their contents.
MANUFACTURED HOME: A structure, transportable in one or more sections, which is built on a permanent chassis and is designed for use with or without a permanent foundation when connected to the required utilities. For floodplain management purposes the term "manufactured home" also includes park trailers, travel trailers, and other similar vehicles placed on a site for greater than one hundred eighty (180) consecutive days. For insurance purposes the term "manufactured home" does not include park trailers, travel trailers, and other similar vehicles.
MANUFACTURED HOME PARK OR SUBDIVISION: A parcel (or contiguous parcels) of land divided into two (2) or more manufactured home lots for rent or sale.
100-YEAR FLOOD: The flood having a one percent (1%) chance of being equaled or exceeding in any given year, based upon the criteria provided by the FEMA or the Oklahoma water resources board.
PERSON: Includes any individual or group of individuals, corporation, partnership, association, or any other entity, including state and local governments and agencies.
PROGRAM: The overall national flood insurance program (NFIP) authorized by the national flood insurance act of 1968 (42 USC 4001-4128) as amended.
REGULATORY FLOODING: The channel of a river or other watercourse and the adjacent land areas that must be reserved in order to discharge the 100-year flood without cumulatively increasing the water surface elevation more than a designated height.
STORM CELLAR: A space below grade used to accommodate occupants of the structure and emergency supplies as a means of temporary shelter against severe tornado or similar windstorm activity.
STRUCTURE: A walled and roofed building, including a gas or liquid storage tank, that is principally aboveground, as well as a manufactured home.
SUBSTANTIAL IMPROVEMENT: Any repair, reconstruction or improvement of a structure, the cost of which equals or exceeds fifty percent (50%) of the market value of the structure either:
   A.   Before the improvement or repair is started; or
   B.   If the structure has been damaged and is being restored, before the damage occurred.
VARIANCE: A grant of relief by a community from the terms of a floodplain management regulation ordinance or resolution. (1985 Code; amended 1987)
