Extensions of electrical service from the town to persons, firms or corporations outside the town shall be governed by the provisions of this chapter, except in those cases where extensions are made pursuant to a written agreement between the town and any county or counties within which the town or any portion of it is located or any industrial development commission or authority or any business development authority of the county or counties. In such case or cases, the terms and conditions of that agreement shall govern.
