§ 36.01  STATEMENT OF POLICY.
   (A)   (1)   The town administration is committed to the principle and policy of openness in the operation of the town’s business.  It is the town’s belief that the public has a right to be aware of what its government is doing.  The right to inspect its public records partly ensures that right.
      (2)   The town administration is likewise committed to the most efficient operation of its governmental offices as is possible within the limitations of its staff and space.
   (B)   (1)   The safety of the public records must be ensured and undue interference with official duties should be avoided.
      (2)   Request for inspections must be reasonable and cost must sometimes be borne by the person inspecting the records.
      (3)   In an effort to protect that right and at the same time to ensure the orderly operation of its town office, inspections of public records shall be subject to the guidelines contained in this chapter.
   (C)   Citizen interest and input is appreciated and encouraged.  By the same token, cooperation from citizens with the Board of Commissioners and town employees in order to ensure the most efficient operation of the town offices is likewise appreciated and encouraged.
