(A) The Recreation Commission shall have power to appoint and designate a Director of Recreation who possesses the necessary foundation training and who demonstrates, by actual work, his or her ability to organize and direct a community recreation system.
(B) Other trained persons as may be necessary in the maintenance of and operation of the recreation facilities and system may be employed.
