§ 32.51  MEMBERS, TERMS AND VACANCIES.
   (A)   The Recreation Commission shall consist of five members to be appointed by the Board of Commissioners.
   (B)   The Board of Commissioners shall appoint two members for a term of one year, two members for a term of two years and one member for a term of three years.  Upon the expiration of their original terms of office, each succeeding term shall be for three years and until their successors qualify for office.
   (C)   (1)   Vacancies in the Recreation Commission shall be filled for the unexpired term by the Board of Commissioners.
      (2)   The members of the Recreation Commission shall serve without compensation.
