§ 31.02  BOARD OF COMMISSIONERS TO PRESCRIBE POWERS AND DUTIES.
   The Board of Commissioners shall have the power to require from time to time further and other duties of all officers and employees of the town beyond those prescribed therefor and to define and prescribe powers and duties of all officers elected or appointed to any office provided for by the Town Charter.
