§ 154.01  REQUIREMENTS.
   Every mobile home set up in the town shall have skirting installed in accordance with the following requirements:
   (A)   Skirting shall be of non-combustible material or material that will not support combustion.  Skirting material shall be durable and suitable for exterior exposures.
   (B)   Any wood framing used to support the skirting shall be of approved moisture resistant treated wood.
   (C)   The skirting shall be ventilated openings, perforated panels or other means of ventilation shall be arranged to provide cross ventilation. Any ventilation opening which will permit the passage of a one-half-inch sphere shall be covered with corrosion resistant wire mesh.  The openings shall have a net area of no less than two square feet for each 100 linear feet of exterior wall, plus one third square for each 100 square feet of crawl space.  If a six-mil polyethylene vapor barrier is installed over 80% of the crawl space, ground surface, the specified net area of the vent openings may be reduced 50%.  Access shall be provided to the crawl space by either a minimum 18 feet high by 24 feet wide door or by panels which are removable without the use of tools.
   (D)   Masonry curtain walls for skirting 40 inches in height or less may be installed on a minimum one-inch bed of mortar placed on firm, level, undisturbed soil or controlled fill.  Masonry curtain walls for skirting exceeding 40 inches in height, shall comply with the requirements of the N.C. Uniform Residential Code, Volume I-B; or be designed by a professional engineer or registered architect.
   (E)   Skirting manufactured specifically for this purpose shall be installed in accordance with the manufacturer’s specifications.
   (F)   Skirting shall be installed no later than 90 days after the set up of the home.  Existing homes have one year from the date of this chapter to comply.
   (G)   A building permit shall be required unless skirting is included on original set up permit.
   (H)   Notification to the town shall be required before starting work on skirting.  Inspection will be made as work progresses and a final inspection made when work is complete.
