SECTION 6.  STREET POWERS.
   The town of Sharpsburg shall have power to lay out, establish, open, alter, widen, lower, extend, grade, narrow, cleanse, care for, sell, pave, supervise, maintain, improve, embellish, and ornament the streets, alleys, highways, sidewalks, squares, parks, public grounds and places, and to vacate and close the same; put drains and sewers therein; provide for and regulate the lighting thereof; regulate, control, license, prevent, prohibit and suppress the opening thereof, the digging therein, the interference therewith, and the lacing thereof of pipes, poles, wires, fixtures and appliances of every kind, whether above or beneath the surface thereof; to regulate and control the use thereof by any and all persons, animals, or vehicles, in whatever way or for whatever purpose; to prevent, abate, and remove encroachments, obstructions, pollutions, or litter therein; to open new streets and highways when necessary, and generally to make and enforce any and all regulations in respect thereof in the judgment of the board of commissioners requisite, proper, or expedient to promote and insure the health, safety, and convenience of the inhabitants of said town.
