It shall be unlawful for any person operating or in charge of a taxicab or other public vehicle for hire to go upon the premises of any place or public accommodation to solicit patronage from travelers or other persons or to take hold of any passenger’s clothing, baggage or other property, unless requested to do so or to, in any manner, disturb or annoy passengers or other persons on the premises or on the streets in the vicinity thereof provided, that this section shall not be construed or forbid any person in charge of a taxicab or other public vehicle from calling the word taxicab, courteously soliciting patronage while the operator is standing near and not exceeding ten feet from his or her taxicab nor to forbid any taxicab operator in possession of a check for baggage from going upon the premises to secure the checked baggage.
