If the Chief of Police or his or her designee, shall determine that any owner of driver has failed to comply with any provisions of this chapter, he or she is hereby authorized to temporarily suspend the owner’s permit and require the vehicle to be taken out of service until the vehicle and/or owner is in compliance, with the provisions of this chapter.
