§ 115.44  APPEAL FROM DENIAL.
   (A)   In the event that the applicant is denied a driver’s permit by the Chief of Police, the applicant may appeal the denial to the Board of Commissioners in accordance with the following:
      (1)   The applicant shall appeal, in writing, to the Board of Commissioners;
      (2)   The Board’s decision on the question of the granting or refusing the permit shall be final and conclusive; and/or
      (3)   The Board may attach conditions to any appeal it sustains.
   (B)   After refusal by the Board, the applicant shall make no new application within 12 months from the date of the original application.
   (C)   During pendency of an appeal from a decision to revoke a driver’s permit, it shall be unlawful for the applicant to drive a vehicle for hire.
