§ 115.25  DRIVER’S MANIFESTS.
   (A)   (1)   Every driver shall maintain a daily manifest upon which is recorded all trips made each day, showing time and place of origin and destination of each trip, the number of passengers and amount of fare, in the case of shared taxicab service trips, time the request was made for the taxicabs, estimated time of arrival at destination and whether any of the passengers were blind and/or handicapped and/or confined to a wheelchair and/or required assistance by the driver.
      (2)   All the completed manifests shall be returned to the owner by the driver at the conclusion of his or her tour of duty.
      (3)   The forms for the records shall be furnished to the driver by the owner and shall be of a character approved by the Chief of Police.
   (B)   Every owner shall retain and preserve all drivers’ manifests in a safe place for at least 180 days and the same shall be made available upon demand for inspection by the Police Department and as requested by the Chief of Police, information on the driver’s manifests shall be tabulated and forwarded to him or her.
   (C)   Enforcement of the above section shall be held in abeyance until the time as a request is made for an increase in the number of certificates of convenience and necessity allowed in the town.  Accompanying the a request shall be a minimum of six months of manifests for each cab for the preceding period kept in accordance with the provisions of this section.
