§ 115.20  APPEARANCE AND CLEANLINESS STANDARDS.
   (A)   Each taxicab and limousine owner shall, at all times, maintain the taxicab he or she is driving in a clean, sanitary and good mechanical condition to the standard determined by the taxicab inspector to be satisfactory.
   (B)   Each taxicab driver shall adhere to the following code of dress and behavior which shall be considered by the taxicab inspector at each inspection.
      (1)   T-shirts, shorts and sandals are not permitted attire.
      (2)   Shirts must have collars.
      (3)   Cigarette smoking is permitted only with the passenger’s express permission; cigar smoking is never permitted.
      (4)   Daily personal hygiene is required.
      (5)   Hair must be combed neatly.
      (6)   Shirts must be buttoned and shirt tails tucked in.
      (7)   Socks must be worn with shoes.
   (C)   The following are recommended standards for taxicab drivers:
      (1)   Offering patrons a friendly and courteous greeting and avoiding profanity or offensive language;
      (2)   Opening car doors for passengers when feasible and offering assistance to handicapped and elderly patrons;
      (3)   Playing radios and tape players only with the passenger’s permission; and
      (4)   Thanking patrons for their business.
