Every taxicab operated upon the streets of the town shall have the name of the owner and, at his or her option, the address and telephone number painted in letters at least two inches in height upon each side of the main portion of the body in a manner plainly visible at all times and in addition thereto the owner’s identifying number shall be pointed on each side of the body and on the rear in a conspicuous place in numerals at least three inches high.
