(A) Before any vehicle shall be operated as a taxicab or limousine in the town, the owner thereof shall submit the same to the Chief of Police or his or her designated assistant at a time and place to be fixed by the Chief of Police for the inspection of the taximeter and brakes, lights, horns, tires and all other features of the vehicle.
(B) If, upon examination of the vehicle by the Chief of Police or his or her designated assistant, it is found to be in proper condition, he or she shall approve the same and issue to the owner a certificate of approval and if found unsafe or unfit for operation or if the vehicle otherwise fails to comply with the provisions of this chapter, the Chief of Police shall notify the owner thereof and the vehicle shall not be operated thereafter until it has been put in safe and proper condition.
(C) Every taxicab and limousine shall be submitted to the Chief of Police or his or her designated assistant for an examination as herein set forth not less than once each 90 days and at other intervening periods as deemed necessary.
(D) The inspections may be scheduled in advance or unannounced.
(E) It shall be the responsibility of each owner to regularly inspect the vehicles for which he or she is permitted to ensure its safe and proper operating condition.
(F) The inspections shall be made monthly and a record of these inspections kept by each owner to be provided to the taxicab inspector upon request.
