For the purpose of determining the need for increased taxicab service, the following shall be considered:
(A) The number of filled and unfilled telephone requests for taxicab service made on average days;
(B) The average response time for cabs after being dispatched;
(C) The percentage of instances in which the time of arrival at origin followed the estimated time of arrival at origin by more than five minutes;
(D) The average travel time for fares;
(E) The percentage of instances in which the time of arrival at destination followed the estimated time of arrival at destination by more than ten minutes; and
(F) The number of permits not being operated with reasonable regularity as defined herein.
