(A) The person to whom a certificate has been issued may, by appropriate endorsement thereon by the Chief of Police or his or her designee, substitute other vehicles for the vehicles for which certificates were granted.
(B) In such instance, the liability insurance or bonds shall also be transferred to the substitute vehicles.
(C) Failure to responsibly and lawfully report and maintain liability insurance records and vehicle registrations may render a permit subject to revocation.
