§ 113.05  DENIAL OF PERMIT; APPEAL.
   (A)   If the Chief of Police shall, upon investigation, determine that the applicant is not a person of good moral character and that he or she does not propose to engage in a lawful commercial or professional enterprise during hours reasonably convenient for the occupants of residences, he or she  shall refuse to issue the permit applied for under the provisions of this chapter.
   (B)   Upon the refusal of the Chief of Police to grant a permit under the provisions of this chapter, the applicant may appeal to the Board of Commissioners. If the Board of Commissioners shall be satisfied that the applicant and his or her proposed business and hours of work meet the requirements herein set forth, it shall direct the Chief of Police to issue the permit; otherwise, the permit shall be refused.
